摘要
英格兰所有普通学校均配有一名特殊教育需要统筹员(Special Educational Needs Coordinator,SENCO),管理学校内的特殊教育需要服务供给.在过去的三十年间,英格兰融合教育相关立法的更新推动着SENCO角色的不断革新,其协作职能不断强化、领导作用日渐凸显,并成为一项国家法定专业资格.深入分析英格兰SENCO的角色变革特点及现存问题,对进一步明确我国融合教育改革方向具有重要启示意义.文章立足教师制度管理、教师资格认证和培训、普特教育系统改革三个方面提出建议,以期强化我国融合教育教师队伍建设和相关保障体系,推进发展公平且有质量的融合教育.
Abstract
All regular schools in England must have a Special Educational Needs Coordinator(SENCO)to coordinate the special educational needs(SEN)provision with the school.Over the past 3 decades,the updating of legislation related to inclusive education in England has promoted the continuous education and innovation in the role of SENCO.The collaborative responsibilities of the SENCO have been increasingly strengthened;its leadership roles have become more prominent,and it has been recognized as a nationally mandated professional qualification.An in-depth analysis of the characteristics and existing problems of the role change of SENCOs in England offers significant insights for guiding inclusive education reform in our country.The article puts forward suggestions focusing on three aspects:teacher system management,teacher qualification certification and training,and reform of the regular and special education system,with a view to strengthening the construction of China's inclusive education teaching team and related support systems,and promoting the development of equitable and quality inclusive education.
