Research on the Construction of Emergency Response Capability Evalua-tion Index System of Primary Health Institutions
Objective To provide effective tools for better evaluation of emergency response capabilities of grassroots health institutions and to construct an evaluation index system for emergency response capabilities of health institu-tions.Methods By researching and screening the literature,integrating and processing relevant information,the evalua-tion indicators were classified and processed.In addition,methods such as selection consultation according to the"Del-phi method",sort out and statistically analyze the evaluation index set of the evaluation index system,the system formu-lation framework,the evaluation content and the inclusion of evaluation indicators.Results 16 valid questionnaires and 2 invalid questionnaires were interviewed by 18 experts,fully meeting the survey needs.The expert authority coefficient reaches 0.81,which is highly authoritative and has guaranteed credibility,excluding 6 related literatures on disaster vulnerability assessment and current situation assessment of medical institutions,11 literatures on non-primary health institutions,and 9 literatures on non-primary health event response capability evaluation standards,8 literatures were finally included,all of which were journal articles.The evaluation methods used in setting each evaluation indicator are mainly subjective scoring method and Delphi method.After sorting out,4 first-level indicators,14 second-level indica-tors,and 50 third-level indicators were obtained for the evaluation of emergency response capabilities of primary health institutions.By sorting out and analyzing the evaluation structure of secondary indicators and third-level indicators,an evaluation index system for emergency response capabilities of grassroots health institutions was obtained with 10 first-level indicators,29 second-level indicators,and 40 third-level indicators.Conclusion The use of an emergency re-sponse capability evaluation index system with high applicability and scientificity can provide effective basis for grass-roots health institutions to better carry out emergency response capability assessment and improve the efficiency and quality of their own emergency response capability assessment.
