Study on the Equity of Medical Staff Allocation in Wuxi Based on Gini Coefficient and Theil Index
Objective To analyze the current situation and fairness of the allocation of medical staff in Wuxi from 2020 to 2022,and to provide scientific basis for the rational formulation of health human resources planning and the establishment of high-quality and efficient health personnel service system. Methods A descriptive analysis of the ba-sic situation of the allocation of medical staff in Wuxi City was conducted. The Gini coefficient and Theil index were used to analyze and evaluate the fairness of the allocation of medical staff from the two measurement calibers of resi-dent population and geographical area. Results From 2020 to 2022,the Gini coefficient of practicing (assistant) physi-cians and registered nurses in Wuxi City measured by the resident population is at a relatively fair level,and the Gini coefficient measured by geographical area is at a level of great disparity. The first-order decomposition results of Theil index show that intra-regional differences are the main reason for unfairness. Conclusion Although the fairness of medical staff allocation in Wuxi has improved,there are still problems such as uneven distribution of resources and obvious regional differentiation. The fairness of the allocation of medical staff by geographical area is far worse than that by permanent resident population,and the fairness of the allocation of registered nurses is worse than that of prac-ticing (assistant) physicians.
