数字时代全民健康信息平台建设的重点要素分析

摘要
本文回顾了全民健康信息平台的发展历程,分析了不同阶段全民健康信息平台的基本特征,提出了数字时代全民健康信息平台的定义和建设内涵,最后提出了平台建设的重点要素,包括一个支撑卫生健康数字化转型的基础底座,基础性、融合性、弹性三个基本特征,从信息技术能力到数据技术能力、从行业应用到共享开放四个技术象限,业务协同、便民惠医、政务服务、生态发展四个维度业务能力,以期为全民健康信息化和数字中国建设提供理论和实践指导.
Abstract
This paper analyzes the development process of the national health information platform and its basic characteristics at different stages.The paper puts forward the definition and construction connotation of the national health information platform in the digital era.This paper proposes the framework of the national health information platform should include three basic elements,first,a basic foundation that can support the digital transformation of health care,with three characteristics:foundational,integrated and flexible,second,abilities to build technical capabilities of industry application,ecological development,IT capabilities,and DT(data technology)capabilities,third,the capabilities that operational collaboration,convenient services,government services,and service ecology can be strengthened,Provide theoretical thinking and practical guidance for the informatization of national health and the construction of a digital China.
