摘要
目的 分析并解决当前"互联网+"公共卫生服务发展的痛点问题.方法 通过文献检索法,全面梳理"互联网+"公共卫生服务现状,逐步聚焦至可快速突破或改善的典型性、根本性约束条件.结果 当前"互联网+"公共卫生发展质量参差不齐、效果乏善可陈,距离跨界融合、创新驱动、重塑结构、生态开放等理想的目标效果甚远,因此从政策法规、标准规范、市场和资本、管理与安全4个方面梳理"互联网+"公共卫生约束条件,以能进行聚集和突破.结论 研究"互联网+"公共卫生各约束条件的根本因素,探讨从3个关键的层面进行发展及改善,进一步为探寻出一套可快速实施、具有实操性的机制与模式提供研究基础.
Abstract
Objective To analyze and solve the pain points of the current development of"Internet+"public health services.Methods By using the literature retrieval method to comprehensively sort out the current situation of"Internet+"public health services,and gradually focus on the typical and fundamental constraint conditions that can be rapidly broken through or improved.Results At present,the development quality of"Internet+"public health is uneven,and the effect is lackluster.Moreover,it is far from the ideal target effects such as cross-border integration,innovation-driven,reshaping structure,and ecological openness.Sort out the constraint conditions of"Internet+"public health from four aspects:policies and regulations,standards and norms,market and capital,management and security for aggregation and breakthrough.Conclusion Study the fundamental factors of each constraint condition of"Internet+"public health,and discuss the improvement of the development of"Internet+"public health from the three key levels.Further,it provides a research basis for exploring a set of acceleration mechanisms and models that can be quickly implemented and have practical operability.
