The term"Wu Hai(毋害)"is found in the legal documents of Qin and Han bamboo slips,and is a term of evaluation of officials.For"Hai(害)"read"cause harm","Wu Hai(毋害)"as a word used to assess the character of an official,it is the meaning of"rigorous and conscientious"derived from"without blemish",emphasizing the personal conduct of officials for promotion and appointment as one of the criteria for selecting officials.In the literature of Qin and Han dynasties,there is a difference between"Wu Hai(毋害)"and"Bu Hai(不害)"in expressing the degree of harm."Wu Hai(毋害)"emphasizes that nothing harmful has ever happened."Bu Hai(不害)"emphasizes that what has happened is not seriously harmful,the degree of harm is less.
