Textual analysis of provincial(municipal)biomedical industry quality development policies from the perspective of policy tools
Objective:To summarize the current situation of policy formulation for high-quality development of China's biomedical industry from the perspective of policy tools combined with the value chain dimension of industrial innovation,analyze the preferences of policy tool using,and provide reference for policy optimization and adjustment.Methods:With policy tools as dimension X and industrial innovation value chain as dimension Y,Rothwell and Zegveld policy tools classification methods were used to code and classify policy documents for high-quality development of biomedical industry in China,and tools such as SPSS and Ucinet were used to conduct statistical analysis combined with industrial innovation value chain.Results:In dimension X,environment-based policy tools were used most frequently(50.2%)and demand-based policy tools were used least frequently(11.1%).In dimension Y,the highest frequency of policy tools was used in the industrial promotion stage(44.2%),and the lowest frequency of policy tools was used in the results transformation stage(27.2%).In the two-dimensional perspective,environment-based policy tools were used most frequently in the results transformation and industry promotion stages,and for development stage,supply-based policy tools were most frequently used.Conclusion:Environmental-type tools are more frequently used in policy documents for high-quality development of biomedical industry in each province,and the use of supply-type and demand-type tools is relatively less.It is recommended that the relevant departments strengthen the balanced application of various types of policy tools,focusing on increasing the use of demand-based policy tools,increasing the investment in information technology,and giving full play to the innovative role of the research subjects.
