Research on Government-led Carbon Inclusion Model under Policy Design Perspective
Carbon GSP is an incentive mechanism based on market signals,and its core is to boost participants to make green and low-carbon decisions that are in the public interest.Due to its public attributes,the realization of the emission reduction target of the GSP cannot be achieved without the effective guidance of the government.However,few studies have analyzed in depth how governments design carbon preference models in actual scenarios.Based on the two dimensions of management and circulation,four types of carbon inclusion model scenarios can be distinguished,and existing practice cases can be examined accordingly in terms of trading motives,incentive and operation mechanisms.Further,around the gains and losses of different carbon inclusion models,the optimization scheme of government-led carbon inclusion model is explored.Finally,relevant policy recommendations are proposed to incentivize enterprises and the public to practice green and low-carbon behaviors,which will help achieve the"double carbon"goal.
