"Listing Supervision":the Practical Path and Dilemma of Cross-level Environmental Governance——Taking Anyang Air Pollution Case As an Example
"Listing supervision"is a policy tool with Chinese local characteristics to supplement and correct the failure of local administrative pollution control.Its localization features are mainly reflected in the combination of social mobilization mechanism and supervision system.In the concrete governance practice,the listed supervisory problem is promoted to bottom through the cross-level governance mode of embedding high authority,key follow-up in the middle level and quick response at the grassroots level and finally getting effective solutions.Despite the good governance results,the inherent tension between top-down policy supply and bottom-up action response easily leads to"public empowerment"and"limited participation","pressure overload"and"reduction instead of governance"and"long-term governance"and"task completion".In this regard,it is necessary to further release the governance efficiency of listing supervision by carrying out the"look-back"action,seeking an organic combination of command-and-control,public participation and market-incentive governance tools,and giving the local governments involved some space for communication and consultation.
