摘要
本文主要探讨构建国家公园建设的社会经济影响评价体系,从利益相关者的角度,根据国家公园社会经济影响评价的基本原则和特点,找出适合的评价方法.根据国家公园总体规划和本底调查实际情况,理顺我国国家公园相关政策的规定,确定评价指标,确保评价内容符合国家公园发展实际.在实施过程中要注重评价体系及指标的科学性及可操作性,根据国家公园建设区域的实际情况确定符合其实际发展状况的评价指标,为完善国家公园规划体系,建立维持国家公园正常运行的长效机制提供依据.
Abstract
The social and economic impact evaluation of national park construction is still in the infancy stage in China.This paper starts from the concept,connotation and characteristics of the social and economic impact evaluation of national park,through the analysis of the national park management policy and stakeholders analysis and evaluation of the core elements from the aspects of social influence and economic influence.The index system of the socio-economic impact evaluation was put forward,and the evaluation system was constructed by combining the comprehensive analysis of benefit and risk.And at the implementation level,it puts forward the standard process of social and economic impact assessment of national park construction,including evaluation objectives-target decomposition-data collection-summary calculation-result adjustment.Through constructing the evaluation system of the social and economic impact of national parks,it is expected to provide decision-making basis for national park construction.
