Business-to-Government Data Sharing:American Practices and Reference to China
Digital intensive enterprises are increasingly mastering economic and social data in key areas.Promoting the orderly flow of business data within a reasonable range plays an important role in enhancing government decision-making,leveraging the value of data elements,and empowering the high-quality development of the digital society and digital economy.The paper uses literature research and case study methods to sort out the institutional exploration,types of cooperation and operational methods of sharing business data to the government(B2G data sharing)in the US,and analyses the sharing process and implementation path with typical cases to reflect on the key issues of its B2G data sharing practice,and form a useful reference for China's B2G data sharing research and practice.The study finds that the US has taken sufficient care of business data sharing to the government in the construction of legal and regulatory systems and digital strategic planning,and designed a basic paradigm for business data sharing to the government,which provides a good environment and effective guarantee for business data sharing practices.In the process of planning B2G(Business-to-Government)data sharing,China should construct a coupled and collaborative B2G data sharing strategic framework,design a B2G data sharing cooperation method adapted to multiple scenarios,develop B2G data sharing tools that combine regulation and marketization,and design a B2G data sharing supervision and evaluation mechanism with front-end control.
