Digital Governance and Administrative Law Enforcement Reform:Technology,System and Value
With the widespread application of information technology,the construction of rule of law has entered the digital age.Digital governance follows the logic of"technology-institution-value",forming a three-dimensional binary mutual construct relationship,which is compatible with the administrative law enforcement reform of the digital age.At present,administrative law enforcement reform has achieved some goals,but at the technological level,there are data barriers and digital formalism;at the institutional level,there are tensions between comprehensiveness and professionalism,and divergence of power and capability;at the value level,there is a dual imbalance between public interests and citizen rights protection.This hinders the mutual connection of technology empowerment institutions,institutional realization of value,and value shaping technology.We need to use digital governance to guide the resolution of the dilemma of administrative law enforcement reform,unify data standards and intensively build an integrated platform,based on the need for holistic support for limited law enforcement system reform,promote citizen participation and supervision of law enforcement,and achieve mutual construction of technology,institutions,and values to complete the transformation and upgrade of administrative law enforcement in the digital age.At the same time,we should treat the new issues and challenges in the reform of administrative law enforcement in the digital age with caution,and promote the co-evolution of digital governance and administrative law enforcement reform.
