The Internal Mechanism of Knowledge Production in Emergency Plan Revision——A Case Study of Earthquake Emergency Plan in Ya'an City
Theoretical issues of knowledge production that underlies policy making have yet to be revealed.An Emergency plan is a policy document created in advance by the government to orderly command and coordinate emergency resources and operations.The revision of emergency plan is an activity that involves knowledge production.This article introduces the concept of knowledge production and tracks five update process of the Ya'an earthquake emergency plan to reveal the internal mechanism of knowledge production in the plan revisions.It is found that,under the coupling effect of institutional environment,subject characteristics and focus events,the reviser acquires knowledge of"knowing what","knowing why","knowing who"and"knowing how"through the evidence-based strategy,the vague strategy and the leverage strategy.The conclusion provides guidance for deepening the research of policy knowledge production at the theoretical level and guiding the revision of plan at the practical level.
