With China's ongoing modernization,enhancing the resilience of emergency management has become an increasingly crucial direction and approach.Social governance,particularly the innovative models and methods employed at grassroots community level to address risks,has emerged as a significant concern in national governance and social stability.Resilience now stands as a key element for cities'high-quality development,with its essence lying in effectively managing various compound risks and reducing uncertainty and fragility within the developmental process.The effectiveness of resilient governance strategy selection in community emergency management under the guidance of high-quality development reveals both the inertia associated with rigid regulations and the decline of trust mechanisms within traditional risk governance.Barriers arising from interest solidification hinder community risk response to institutional-level challenges such as"fighting for one's own interests"or"losing one's interests".This study explores effective approaches to dealing with complex and dynamic types of compound risks within communities while proposing isomorphic basic governance modernization that promotes high-quality development alongside security enhancement.It emphasizes maintaining coordinated transformation and core stability between emergency situations and normal order,ultimately forming a risk-governed community based on joint construction,governance,and sharing.These findings provide theoretical insights along with practical pathways for improving community resilience,coping with systemic compound risks,and promoting high-quality development through resilient governance within communities during this new era.
