政府职责体系的绩效生成:兼论"高效办成一件事"的绩效治理

摘要
政府职责体系是政府履责的基本载体,也是推动治理体系和治理能力现代化的基础抓手.改革开放以来,我国推动政府职责体系由建立、健全走向优化,本文构建了理解政府职责体系绩效生成的理论机理,在此基础上系统考察政府职责体系的绩效生成策略和价值实现逻辑.研究发现,结构调适和过程优化是政府职责体系绩效生成的主要手段,不同阶段情境系统及社会价值偏好的变化会引起政府职责体系价值导向 的迭代,进而决定了其变革方向和策略选择.在公共价值视域下,政府职责体系的价值实现是政治、治理和技术三重逻辑共同作用的结果."高效办成一件事"是政府职责体系优化的绩效体现.本文以职责体系的绩效生成研究为借鉴,为推动"高效办成一件事"的绩效治理提供了经验与启示.
Abstract
The government responsibility system is the basic carrier for the government to fulfill its responsibilities,and it is also the basic starting point that promotes the modernization of governance system and governance capacity.Since the reform and opening up,China has promoted the governmental responsibility system from establishment and soundness to optimization.This study builds an"Bilayer structure"analytical framework to systematically examine the generation strategy and logic of the performance of the government responsibility system.It is found that structural adjustment and process optimization are the main means to generate the performance of the government responsibility system.The change of contextual system and social value preferences at different stages will cause the iteration of the value orientation of the government responsibility system,which determines the reform direction and strategy choice of the government responsibility system.From the perspective of public value,the realization of the value of the government responsibility system is the result of joint action tripartite logic of political party,governance and technology."Efficiently Accomplish One Thing"is the performance result of optimization of government responsibility system.This study points out the direction for the performance governance of"Efficiently Accomplish One Thing"by referring to the research on the performance generation of government responsibility system.
