From Focusing on Fairness to Balancing with Publicness:An Analysis for the Value Shift of the Sense of Gain in Public Services
Since the 18th National Congress of the Communist Party of China,the equalization of basic public services has been significantly improved,and the sense of gains in public services has also been strengthened.Fairness and publicness are the dual dimensions that form a sense of gains in public services.The improvement of material support and equalization in public services has promoted the realization of fairness.However,due to the limited development of the public elements in the existing public service system,the sense of gains in public services has also encountered a growth bottleneck.Now the construction of a public service system that meets the requirements of high-quality development must shift from focusing on fairness to taking into account publicness.Equity and publicity are not separated from each other,but remain a interactively progressive relationship.The enhancement of fairness can promote the realization of publicness,and the improvement of publicness can also help to alleviate the problem of fairness.The right to access to public affairs is an extension of fairness.Democratic consultation is the necessary means to promote the sense of public service acquisition.
