The Third Distribution:Dynamic Mechanism,Collaborative Governance and Institutional Construction
The third distribution is an important institutional form to promote social justice and realize the all-round development of human beings.The collaborative Governance of the three distributions is the fundamental path to promote common prosperity of the whole society.This paper takes the hierarchical structure and internal driving mechanism of the third distribution as the benchmark,and explores the differentiated effects of the third distribution on the primary and secondary distributions from the perspective of collaborative co-creation theory.The research shows that the third distribution affects the internal welfare transfer of enterprises in the initial distribution through the"mediation"effect.As for the linkage effect of the third distribution and redistribution,in addition to the"complementary"effect of the third distribution and redistribution under the traditional path,the third distribution can also play a heterogeneous"substitution"effect,which pays attention to the combination of production and distribution which can effectively avoid the welfare"trap"involved by most developing countries.Finally,the sustainability of common prosperity of the whole society depends on effective linkage of government,enterprise and society driven by endogenous responsibility motivation of the third distribution.On this basis,this paper proposes institutional construction strategies for the collaborative linkage of the three distributions under the perspective of common prosperity.
