政策初始设计如何影响政策执行?——基于草原禁牧休牧政策执行的案例研究
How Does Initial Policy Design Influence Policy Implementation——An Based on the Implementation of the Policy of Banning Grazing and Resting Grazing on Grassland

摘要
公共政策执行问题是一个普遍的行政现象.多数研究"就执行而谈执行",很少从政策设计到政策执行的完整链条中来审视执行问题.为此,本文将研究视角转向"前执行阶段",以国家草原禁牧休牧政策为例,系统考察政策初始设计对政策执行的影响及其机制.研究发现,在政策初始设计阶段,行政主导问题界定模式引发行动者执行博弈,而政策设计的多重偏差又加大政策执行障碍.通过问题与归因、目标与手段、内容与实际、政策与激励四种传导机制,政策初始设计对政策执行过程持续施加影响.因此,决策者要在政策设计阶段给予执行潜在问题足够重视,提前消解政策执行障碍.
Abstract
The problem of public policy implementation is a common administrative phenomenon.Most studies"talk about implementation in terms of implementation",and seldom examine the implementation issues from the complete chain of policy design to policy implementation.Therefore,this paper turns the research perspective to the"pre-implementation stage",takes the national grassland grazing ban policy as an example,systematically examines the impact of initial policy design on policy implementation and its mechanism.It is found that in the initial stage of policy design,the definition model of administrative leading problems leads to the implementation game of actors,and the multiple deviations of policy design increase the obstacles of policy implementation.Through four transmission mechanisms:problem and attribution,goal and means,content and reality,and policy and incentive,the initial policy design exerts a continuous influence on the policy implementation process.Therefore,policymakers need to pay more attention to the potential problems of implementation at the policy design stage to eliminate obstacles to policy implementation in advance.
