Discussion on the Construction Direction of China's Emergency Response Plan System:Based on the Unified Command Perspective
The construction of an emergency response plan system is an important element in promoting the modernization of national emergency management system and capability.The National Emergency Response System Plan for the Fourteenth Five-Year Plan sets out the tasks for the construction of China's emergency response planning system for the next five years and until 2035.In response to major emergencies such as Zhengzhou"7-20"extreme rainstorm disaster and the COVID epidemic,the necessity and urgency of establishing and regulating the"unified command"function in the emergency response plan system was further highlighted.In the construction of the national emergency response plan system,it is suggested to consider"unified command"as the key construction content,and"unified command"as a guiding principle in the emergency plan framework,and to coordinate the"construction of the national emergency response plan system"and the"construction of the national emergency response headquarters system".The grouping of relevant forces should be designed,the corresponding laws and regulations should be revised,and the unified command and guarantee function should be strengthened.In this way,the emergency response plan system can truly play its role and lay a solid foundation for various emergencies.
