Structure Process and Function Organizational Coordination Optimization Strategies for Urban Extreme Rainstorm Disaster Response
Urban extreme rainstorm disaster events occur frequently,and their complexity puts forward higher requirements for the emergency response capability and collaborative governance effectiveness of disaster response organizations.This study takes the Zhengzhou"7·20"extreme rainstorm disaster as an example,and uses social network analysis to explore the organizational coordination process in disaster response from the perspective of"structure,process and function".The study finds that the urban extreme rainstorm disaster response formed a multi-subject organizational network in the organizational structure,and the organizations that occupied the core power and resources in the process had dynamism in different emergency management stages,and the main functional characteristics of each organization in different emergency stages were different.However,there is still the problem of insufficient degree of organizational synergy and inefficiency in the response to the catastrophic rainstorm disaster.Optimizing the emergency organizational structure,improving the organizational subject ability,promote institutional and technological innovation,promote organizational coordination and adaptation,paying attention to the emergency stage changes,strengthening different emergency functions,etc.are the optimization strategies for coping with extreme rainstorm disaster.
