Policy Space,Organizational Resources,and Differentiated Strategies for Grassroots Government Policy Implementation——Comparative Study of Four Cases Based on A Town in Sichuan Province
Existing research has mostly focused on analyzing the temporal changes in government policy implementation strategies in a single task context,with insufficient attention paid to the differences in implementation strategies between multi task and task synchronous contexts.Starting from the dimensions of policy space and organizational resources,the paper classes four strategic approaches for grassroots government policy implementation in a multi task and synchronous context:mobilization based execution under the strategy of"concentrating efforts to accomplish major tasks",procedural execution under the strategy of"following procedures",emergency execution under the strategy of"key breakthroughs",and selective execution under the strategy of"focusing on small while overlooking large".A comparative study of four cases in A Town,S Province found that differentiated strategies reflect multiple action logics of the implementation subjects:grassroots governments usually make rational choices between"highlighting political achievements","avoiding getting into troubles","deal with inspections",and"responding to requirements"based on the amount of"policy space"and"organizational resources",and then skillfully and creatively implement various tasks to achieve a balance between governance capabilities and risk prevention at the grassroots level.
