Public Service Capacity Research in the Transformation of Government Functions--On the Innovation of"A Comparative Analysis of the Public Service Capacity Structure of Local Governments"
The research on the transformation of government functions in China starts from the concept of"function",and goes through three theoretical stages:"economic function transformation","strengthening public management function"and"prioritizing public service function",which are mirrored with the process of transformation from"planning-oriented"to"market-oriented","control-oriented"to"service-oriented",and"adaptive"to"autonomous"in practice.At present,local governments are facing the challenge of insufficient public service capacity.Innovating systems and mechanisms,releasing social vitality,and applying modern science and technology,especially digital technology,are improving the ability of public service demand management,resource guarantee and resource integration.These will surely reshape the structure and function of public service capabilities,promote the transformation of government functions,and accelerate the construction of a service-oriented government oriented to the modernization of governance.Taking the difference in the supply capacity of local government public services as a"research perspective"will help us understand deeply the transformation of government functions and further promote economic growth and social welfare.
