摘要
借鉴社会救助中的分层分类概念,根据老年人特征进行养老服务分层设计,按照服务内容进行分类供给,构建分层分类的农村养老服务制度,是积极应对农村人口老龄化、实现农村养老服务精准供给的重要保障.农村分层分类养老服务构建需以政府为主导、需求为导向,协同多元主体、适应经济发展,综合考量制度设计与运行管理、供给内容与供给方式、经济支持与技术驱动,联合供给主体、丰富供给内容、创新供给形式、推动供给赋能,全面实现农村养老服务高质量发展.
Abstract
Drawing on the concept of stratified classification in social assistance,this study designs a stratified classification rural elderly care service system based on the characteristics of the elderly,and provides elderly care services through content and methods.This system is an important institutional guarantee for actively responding to the aging of the rural population and realizing the precise supply of elderly care services.The construction of a stratified classification rural elderly care service system should be government-led,demand-oriented,coordinated with multiple subjects,adapted to economic development,and comprehensively consider system design and operation management,supply content and supply mode,economic support and technology drive,so as to unite the supply subjects,enrich the supply content,innovate the form of supply,and promote the empowerment of supply,and comprehensively realize the high-quality development of rural elderly care services.
