What Contributes to Technology Embedding Institutional Innovation:A Case Study of Sponge City Practice in China
Although the technology-institution coevolution is repeatedly emphasized,existing research mainly focuses on the impact of institutional logic on the direction and the speed of technological innovation,rather than the other way around.Based on the institutional entrepreneurship literature,this paper takes the Sponge City practice as an example to explore the logic and mechanism of technology embedding institutional innovation.A thematic analysis method is employed based on more than 2500 official reports and interview text data of over 210000 words.The research develops a theoretical model of local government institutional innovation in the field of urban governance,explains the organizational field characteristics and legitimacy acquisition mechanism,and summarizes the mechanism of technology embedding institutional innovation.This study expands the middle-level theory of institutional innovation by conforming to the characteristics of China's top-down governance scenario and enriches the theoretical explanation of the synergistic effect of technology-institution innovation in urban governance.
