Hierarchical Seam of Technology Enactment:An Explanation of the Performance Loss in Local Digital Government Construction
The construction of local digital government,while improving performance,has also witnessed a phenomenon of performance loss.Existing studies have explained the performance of digital government construction from multiple factors such as technology,organization,and environment,but relatively ignore the categorization of performance loss and the hierarchical structure of government.This article attempts to construct a theoretical framework of Hierarchical Seam of Technology Enactment to explore how the interactive process of technology enactment at different levels of government leads to performance loss in local digital government construction.The case of City Y illustrates that in the process of technology enactment,the hierarchical seam formed by the incentive imbalance of higher-level government,the goal replacement by middle-level government,and the patchwork response of grassroots government ultimately leads to the local digital government construction performance loss,which is specifically manifested as mission-oriented,instrument-oriented,and equity-oriented.This finding contributes to a deeper understanding of performance issues in local digital government construction and provides valuable insights for improving the performance of local digital government construction.
