摘要
我国协商民主形式多样,它们在基层治理中的有效衔接,是社会主义协商民主广泛多层制度化的必然要求.结合浙江四个村社"协商驿站"案例,从协商议题选择和协商主体动机两个方面,重新审视协商民主形式衔接的有效性.社会主体和国家主体的行政性和政治性程度分别决定协商衔接的规范性和事实性程度,从而形成基层治理中协商民主形式衔接的四种基本类型,也即融合型协商、统合型协商、整合型协商和聚合型协商.推进协商民主形式在基层的有效衔接,应当考虑协商传统实用主义,注重协商问题现实主义,考察协商主体能动主义.
Abstract
The effective connection of consultative democracy at the grassroots level is an inevitable requirement for the widespread,multi-layered institutionalization of consultative democracy.Based on the case study of four village and community"consultation stations"in Zhejiang Province,this paper reexamines the effectiveness of grassroots consultative democracy from two aspects:the selection of consultation topics and the motivation of consultation subjects.The degree of administrative and politicization of national and social consultations determines the normative and factual degree of consultation connection,thus forming four basic types of the grassroots consultation democratic connection,namely reconcilable consultation,integrated consultation,converged consultation,and aggregated consultation.To promote the effective connection of the grassroots consultative democracy,we should consider the traditional pragmatism of consultation,pay attention to the realism of consultation issues,and examine the activism of negotiation subjects.
