The Relationship of Legal Supply and Demand and Its Connection Mechanism in Grassroots Social Governance——A Multi-case Study Based on the National Model Villages Communities for Rule of Law
Grassroots rule of law construction is an important aspect of comprehensive rule of law governance and a significant task of grassroots governance modernization.A comparative study of the practice of rule of law construction in six national model villages(communities)shows that the complexity and diversity of grassroots social governance determines the diversified characteristics of grassroots rule of law demands;due to the limited legal resources in the current grassroots society,the difference in the supply of the rule of law is mainly reflected in the quality of the content and the way of supply,but different ways of providing rule of law products have comparative advantages in satisfying their specific rule of law demands;considering the objective reality of"supply is less than demand"and lack of incremental supply,all types of governors can enhance their matching role in connecting rule of law supply and demand by improving rule of law capacity to optimize the allocation of limited rule of law resources and achieve rule of law supply and demand equilibrium.This discovery reveals grassroots society with insufficient rule of law resource may enhance the level of grassroots social governance legalization by accurately identifying key areas of rule of law demand,guiding and stimulating the demand for rule of law among the masses,and optimizing the supply of rule of law product.
