How Does the Public Value Failure of Digital Government Governance Occur Taking the Construction of Smart City in C City as an Example
Whether the public value failure,reflected by the thorny issues arising in the practice of digital government governance in various regions,receives due recognition is crucial to ensuring digital government governance to maintain the people-centered value orientation and the realization of Digital China.Based on the inherent fit between public value and digital governance,and taking the construction of a smart city in C city as an example,using grounded theory,this paper attempts to reveal the mechanism of public value failure in digital government governance.The study finds that in the administrative ecosystem shaped by unbridled exploration and bureaucratic barriers,deviation from the goal setting of digital government governance goals can lead to public value failure due to the combined effects of ineffective technological empowerment and restricted technological authorization.Moreover,the ineffectiveness of technological empowerment can limit the impact of technological authorization.The public value failure in digital government governance is manifested in four aspects:the breakdown of value expression and aggregation mechanisms,the shortsightedness of policies and projects,the infringement of individual rights,and the ethical challenges in algorithms.This paper not only broadens the theoretical scope of public value failure,public value destruction,and public value loss,but also provides practical guidance for practitioners in timing,method,and scale for managing public value failure.
