Reflections on the Modernization of Territory Space Governance System and Governance Capacity
]Territorial space governance is a crucial component of the modernization of the national governance system and capacity in China.The comprehensive enhancement of the modernization level in the territorial space governance system and capacity is an imperative issue in the context of theoretical discourse and practical implementation.Based on the institutional analysis and development framework,this study integrates polycentric and collaborative governance theories to construct a theoretical framework for the modernization of governance,exploring the core connotation of modernizing territorial space governance system and governance capacity.The research reveals that the territorial space governance system comprises a set of closely interconnected and mutually coordinated institutional mechanisms and legal arrangements related to the development,utilization and protection of territorial space organized by the government,market,and social governance entities.Its modernization entails establishing a"three-entity,four-system"that adheres to modernization criteria such as institutionalization,legalization,efficiency,scientification,and democratization.The territorial space governance capacity refers to the abilities of diverse entities,based on the governance system,to utilize relevant governance tools for various aspects of territorial space governance.The modernization of these capacities involves the governance entities continuously advancing the process of enhancing and reconstructing the"three-entity,nine-capability"according to the requirements of modernization principles such as systematization,innovation,standardization,refinement,and sustainability.This study contributes to clarifying the three fundamental questions about what territorial space governance is and what the modernization of territorial space governance system and capacity is,which can provide a reference for formulating and researching the modernization strategy for territorial space governance system and governance capacity by 2035.
