区域一流营商环境的法治化建设路径——以成渝地区为例

一流营商环境法治化建设是区域经济发展的重要制度保障.本文以成渝地区为考察,基于两地营商环境建设成效及现实逻辑,分析成渝两地营商环境法治化建设面临的问题及对策建议,概括提出区域内共建一流营商环境的法治化建设方案,应着眼于制度规范一致性和政务服务协同性,即以制度建设为根本,注重区域内城市群在社会治理各方面的"协同",通过完善公共法律服务协同立法、政府职能协同行使、区域司法协同等方面的制度政策建设,实现区域内市场资源有效配置,促进经济一体长效发展.
The Path of Legalization Construction of Regional First-class Business Environment:Taking Chengdu-Chongqing Region as an Example
]The legalization of first-class business environment is an important institutional guarantee for regional economic development.This paper examines the Chengdu-Chongqing region,analyzes the problems and countermeasure suggestions facing the rule of law construction of business environment in Chengdu-Chongqing based on the effectiveness of business environment construction in the two regions and the logic of reality,and proposes that the legalization construction scheme of building a first-class business environment in the region should focus on the consistency of system norms and the synergy of government services,i.e.,taking system construction as the basis,focusing on the synergy of urban agglomerations in all aspects of social governance in the region.Through the improvement of the system and policy construction of public legal service coordinated legislation,coordinated exercise of government function and regional judicial coordination,we can realize the effective allocation of market resources in the region and promote the long-term development of economic integration.
