Policy Network and Creative Implementation Effectiveness——Longitudinal Study on the Implementation Process of Saline-Alkali Land Improvement Policy in Village M Province J
How to enhance creative implementation effectiveness of local governments in the current context is an important concern for governments at all levels.The implementation process of innovation-oriented policies provides rich scenes for discovering where creative implementation effectiveness comes from.This article,through the lens of policy network,chronicles the trajectory of the implementation of the provincial government's saline-alkali land improvement policy in Village M,Province J from 2015 to 2022.The findings proposes that expanding the policy network's actors is an important way to enhance the government's creative implementation efficacy.The study found that the policy network facilitates agenda setting,the local governments advance policy agendas by incorporating policy actors and broadening the policy networks to form the conditions for policy implementation.The policy network implements innovative policies and actors in the policy network complement each other's abilities,creatively addressing issues encountered during policy implementation.Policy network also promotes innovative policies by fostering interactions among multiple actors,expanding the impact of policies,increasing trust in policy outcome,and facilitating widespread policy dissemination.The conclusion suggests that the government should pay attention to the important role of policy networks in improving the creative implementation effectiveness of local governments.
