Integrated Technology Governance:The Practical Logic of Digital-Platform-Driven Urban Social Governance
With the iterative updating of digital platforms,the integrated technological governance formed by the organic embedding of digital technology,political party leadership and government governance has become an important paradigm for the refinement of urban social governance in China.Based on the theoretical framework of"organisation-technology-actors"constructed from the analytical perspective of"integrative technology governance",and combined with case observations,the study finds that digital platforms drive the refinement of urban social governance by following the principle of"organisation-technology-actors",which is the most important paradigm in China.The study finds that digital platforms drive urban social governance by following the operational logic of the unifying mechanism of"party-led governance",the interactive mechanism of"closed-loop management",and the evaluation mechanism of"platform authority".At the level of governance performance,the interaction of digital space has reshaped the form of urban social governance,the supervision of digital empowerment has consolidated the responsibility system of urban social governance,and the construction of digital governance system has led to the innovation of urban social governance mechanism.From the perspective of the practical path,the enhancement of the effectiveness of urban social governance driven by the digital platform should be closely linked to the key variables of organisation and technology,effectively activating the subjective consciousness of the actors,strengthening the integration of the community through organisational construction,and boosting the synergy of governance;empowering the holistic linkage with technological construction,and improving the agility of governance;and facilitating the participation of the actors with the construction of the main body to strengthen the responsiveness of governance,thus contributing to the unity and cohesion of the urban social governance.This will lead to an integrated and co-governance pattern of fine social governance.
