From"Parallel Governance"to"New Dual Track Governance"Paradigm Transformation and Model Construction of Digital Governance in Urban Communities
Entering the digital era,the"new dual track governance"of online and offline integration is increasingly becoming a new paradigm for improving the level of urban community governance.The study introduces a"shadow case"design based on the single case of Xinfeng Community in Chengdu,constructs an analytical framework for the"New Dual-Track Governance"by drawing on Fei Xiaotong's concept of"Dual-Track Politics".Research has found that the"New Dual-Track Governance"is a debugging application of traditional governance paradigms and technological governance paradigms,presenting an online governance track of overall intelligent governance and quality improvement and efficiency enhancement,an offline governance track of party unity and value production,and a practical landscape of online and offline integrated governance track technology adapting to society.The online and offline integration governance track realizes the online track to empower the offline track through the stress-enhancement mechanism,uses the response-complement mechanism of offline tracks to compensate for the utilitarian shortcomings of online tracks,realizes the complex affairs governance through the online and offline integration and integration of advantage through the aggregation-fission mechanism,while returning to the subjectivity of human being,reflecting the logic of technology adapting to society.The"New Dual Track Governance"transcends the non-integration of"parallel governance"and the limitations of a single governance scenario,providing a new perspective on understanding the relationship of technology、the state and society.At the same time,it also provides a new ideas for solving problems in urban community governance.
