Adaptive Governance of Grass-Roots"Key Trifles"Under Territorial Management
The"key trifles"are the key elements of the order dimension of China's governance,which test the governance ability and wisdom of grassroots government.Based on the conceptualization of"key trifles",the framework"environment-process-result"for adaptability analysis of grassroots governance has been constructed.Through the case of square dance noise control,it is shown that as a complex problem,"key trifles"have strong externality,tricky handling and heterogeneity of interest demands.The main finding of the paper is that under territorial management constraints,the grassroots government's solution to the"key trifles"is a process of adaptive governance,which is specifically manifested in two directions:striving for environmental adaptability of resource space and balancing multiple interests independently.It is a process of trial in a series of strategic actions and convergence until a relatively satisfactory solution is found,rather than a governance concept.This process not only involves the administration-led control behavior of the grassroots government,but also includes the flexible art of informal mechanisms and collaborative rationality.
