Coordination by Power Leverage——How Does District Level Urban Operations Management Centers Achieve Cross-Agency Collaboration
The Urban Operations Management Center is is tasked with coordinating all parties in the process of"efficiently handling a matter".Different from the general"Power Container"coordination model,the district level Urban Operations Management Center is a government-affiliated institutions without enough formal administrative powers.Taking the practice of the district Urban Operations Management Center as a case study and drawing on organizational power interaction theory,this paper finds that the district Urban Operations Management Center creatively coordinate by Power Leverage with the support of the information system,including the power from higher-level organizations,the accountability from directors,the capability from functional departments,the puissance from political attention and the authority from the top leaders of party and government.Through the interaction of structures,the mutual embedding of mechanisms,and the mutual limitation of functions,information and power are transformed into each other,so as to make government departments work together."Coordination by Power Leverage"is not only an exploration for the digital transformation of urban governance,but also a new direction for cross-agency collaboration research in the context of digital government.
