"Woodpecker"in Business Environment:Addressing Source of Complaints in Government and Enterprise Disputes
There is positive correlation between harmony of government enterprise relations and the quality&efficiency of building business environment.In recent years,local party and government agencies have actively carried out source of litigation governance,which is like a"woodpecker"as forest guard.It prevents government enterprise disputes from the source,resolves disputes through non litigation methods,examines the shortcomings of the business environment,and eradicates the lesions of administrative misconduct.At present,governance of litigation sources in the Yangtze River Delta mainly presents the main channel of administrative reconsideration,the linkage governance of"government,law,and procuratorial organs",and the regional collaborative governance,with characteristics such as experience endowment,governance refinement,and demonstration of radiation.However,the grassroots case practice of the source of governance has a tendency of posteriorization,homogenization and formalization,so it is necessary to constrain law enforcement discretion early,standardize business decision-making behavior,and adopt diversified substantive governance to determine and stop disputes;reasonably draw on the new standards and methods of the World Bank's B-READY business evaluation system,focusing on effectiveness orientation and digital empowerment,so as to release the tension of the litigation source governance system,thereby improving government regulation and enterprise related services,continuously enhancing the satisfaction and sense of gain of market participants.
