How Does Dual Performance Feedback Affect Improvement of Environmental Protection Performance at County level?
Performance feedback can influence decision-making in the public sector,but how dual performance feedback affects public sector decision-making remains to be explored.This study focuses on grassroots ecological environment governance,utilizing monthly environmental protection performance data at the county level,and employing a multi-score regression discontinuity design to test the effects of conflicting and consistent dual performance feedback on environmental performance improvement,as well as the moderating role of long-term strategic planning.The findings indicate that consistent positive performance feedback significantly enhances the degree of performance improvement,whereas consistent negative performance feedback does not have a significant impact on performance improvement.Concurrently receiving both positive social performance feedback and negative historical performance feedback significantly reduces the degree of performance improvement,while concurrently receiving negative social performance feedback and positive historical performance feedback significantly increases the degree of performance improvement.Moreover,long-term strategic planning moderates the impact of dual performance feedback on performance improvement.The research conclusions remain robust after undergoing tests for reliability.The discussion of these results helps deepen the understanding of the mechanisms by which performance feedback affects,thereby promoting grassroots governments to refine their governance systems,enhance their governance capabilities,and advance the construction of ecological civilization through high-quality performance management.
