Why Should We Prioritize Virtue in Selecting and Cultivating Officials Shouldering Heavy Responsibilities of National Rejuvenation?--Analysis on the Relationship between Virtue and Talent
Virtue and talent are two independent parts of the quality structure of Party and government officials.And what is needed more is the ability and quality of"talent"related to the tasks,rather than"virtue"quality in completing organizational work.Then why has China emphasized since ancient times that the selection of cadres should be based on"virtue and talent,virtue first"?In the paper,the concepts of"virtue",the structural models of"virtue and talent",and its internal impact mechanisms on"talent"were analyzed from both theoretical and empirical perspectives.It is believed that"virtue"is not a moral ability,but a key characteristic that can promote the development and utilization of individual work abilities in moral qualities,with other characteristics such as promoting talent development,corresponding to job requirements,and differences in influence.The structural model of virtue mainly includes four dimensions:sense of responsibility,enterprising spirit,public spiritedness,and passion and commitment.A theoretical model for the construction of a high-quality official team was proposed:political quality,virtue is the key,which determines the direction and height of the construction.Talent is the core,which determines the level and breadth of the construction.Performance is manifestation,which reflects the results and validity of the construction.Finally,we empirically analysis on the structure of virtue and its effect on talent,then put forward suggestions for selecting and cultivating officials.
