Research on the Index Construction,Empirical Evaluation and Improvement Suggestions of Digital Literacy of Cadres
Digital literacy of cadres is a collection of inner quality and explicit ability that cadres should possess in order to better perform their public duties,exercise public power and provide public services.As the foundation of digital leadership and digital governance ability of cadres,digital literacy is related to the effectiveness of digital government construction.Based on relevant policy documents,academic research,and expert feed-backs,factor analysis is used to explore the construction of a cadres'digital literacy assessment index system with 12 indicators in 3 dimensions,including digital governance and development,digital thinking and ethics,and digital security.After applying the index system to assessment practice,it is found that the overall level of digital literacy of grass-roots civil servants in China is high,but the digital security is the"short plank of the barrel",and there are significant differences in the digital literacy level of grass-roots civil servants in different cities and levels.In order to promote the digital literacy of cadres,it is proposed to correctly understand the instrumental and value of digital literacy,take the organic combination of unit training and independent learning seriously,pay great attention to the education and training of digital security of cadres,and optimize and improve the scientific model of talent development and evaluation.
