The Relationship Between Evolution of Scientific and Technological Talent Agglomeration and Regional Collaborative Governance——Based on Econometric Analysis on Beijing-Tianjin-Hebei Urban Agglomeration
Talent agglomeration is a fundamental and strategic task for creating talent centers and innovation highlands.The research on talent agglomeration in China is relatively short,facing a series of challenges and problems in practice,especially the unclear interaction between spatial gathering of talents and regional collaborative governance.This paper takes the Beijing-Tianjin-Hebei region,which shoulders the dual mission of creating a talent and innovation highland and regional integration and collaborative development,as an example.We adopt an interdisciplinary perspective,through several econometric analysis methods,to explore the pattern for spatial distribution and historical evolution of talent agglomeration,to generate the multi-level influencing factors,and finally to reveal the talent agglomeration law.At the same time,based on empirical analysis,this paper puts forward a Four-Dimensions theoretical framework for balancing talent agglomeration and regional collaborative governance,which includes"creating an innovative environment","forming an innovative learning network","improving responsiveness"and"constructing a value chain",which may provide theoretical support for optimizing and improving talent and innovation policies,and facilitating the implementation of relevant policies.
