Consensus and Implementation of Inter-local Digital Collaboration——An Interpretive Framework Based on Multiplex Networks
Theories of regional governance have mostly focused on the elucidation of intergovernmental cooperation consensus,to a certain extent neglecting the implementation actions and scenarios of intergovernmental cooperation.The digital cooperation among local governments fully embodies the characteristics of cooperation with multiple types and channels,providing a realistic context for theoretical expansion.This study aims to address theoretical challenges by further distinguishing the intergovernmental cooperation network into two relational attributes"architecture+flow",and introduces them into the institutional collective action model of inter-governmental cooperation to construct an explanatory framework for the complex networks.Based on this,the article selects the reform practice of"inter-provincial government services"in the digital transformation of government service as the object of observation.Then,the paper identifies the actual manifestations and characteristic features of the"architecture+flow"mechanism,and combines it with a refined theoretical framework to provide a new interpretation for the"consensus+implementation"mechanism of the cooperation network.
