Embedding Ethics in Digital Government Construction:A Theoretical Analysis
Based on the approach of Applied Ethics,this study develops an ethical system for digital government from the composite perspective of ethical value and ethical practice,and answer the key questions of what kind of goodness should be pursued in the construction of digital government,as well as how to achieve it.Theoretical analysis shows that the construction of digital government is jointly created by the government,digital enterprises,and the public.Based on the framework of"governance organization-resources-technology-outcome",the core ethical value of digital equity,democracy,security,and efficiency were extracted respectively.The realization of these core values depends on the clarity of the moral obligations and requires the ethical norms for multiple actors.In the application level,putting the ethics into practice relying on the construction of ethical application mechanisms.Thus,a series of mechanism such as ethics education,ethics consultation,ethics assessment,ethics communication,ethics evaluation,and ethics governance can be used together to promote ethics of digital government construction.
