摘要
推进依法行政,建设法治政府既是推进全面依法治国的关键环节,也是实现中国式现代化的重要保障.经过新中国成立 75周年、改革开放 40多年特别是新时代十余年的不懈努力,我国法治政府建设取得重要成就,迈入新的阶段.当前推进法治政府建设的重点任务包括继续完善行政法律体系、加快政府职能转变、提升行政决策法治化水平、全面推进严格规范公正文明执法、完善行政争议化解的体制机制、抓住领导干部这个"关键少数".从具体工作机制而言,未来应加强法治政府建设的顶层设计和规划,针对性解决法治政府建设的突出问题,健全对相关制度和措施的评估和动态调整机制,推动数字政府与法治政府建设更好结合.
Abstract
Promoting law-based administration and building a law-based government is both a key link in advancing the comprehensive rule of law and an important guarantee for the realization of Chinese-style modernization.After more than 70 years of the founding of the People's Republic of China,more than 40 years of reform and opening up,and especially more than a decade of unremitting efforts in the new era,the construction of a law-based government in China has made important achievements and has entered a new stage.The current key tasks in promoting the construction of the law-based government include continuing to improve the administrative legal system,accelerating the transformation of government functions,enhancing the level of rule of law in administrative decision-making,comprehensively promoting strict,standardized,fair and civilized law enforcement,perfecting the institutional mechanism for resolving administrative disputes,and grasping the leading cadres as a"key minority".In terms of specific working mechanisms,the top-level design and planning for the construction of the law-based government should be strengthened in the future,targeted solutions should be found to the outstanding problems in the construction of the law-based government,and a sound mechanism should be established for the evaluation and dynamic adjustment of the relevant systems and measures,so as to promote a better combination of digital government and law-based government.
