Incentive Technical Mobilization:How the Points System Can Mobilize Villagers to Participate in Human Settlement Environment Governance
In order to mobilize villagers to actively participate in the governance of human settlement environment,the points system has been widely used in practice.However,there is still a lack of in-depth theoretical analysis on the adaptation and the effective process mechanism of the points system,and the transformation of the mobilization logic mapped behind it.Based on the case study of T District in Chongqing,this paper extracted the integrated interpretation framework of"incentive technical mobilization"of the points system.The research found that:In order to match the interaction needs and simplification needs of rural human settlement environment governance,the government chooses the points system,which is directional,expressive,and contractual in nature,as the technical tool to mobilize villagers'participation;Leveraging on the national leadership and village vernacular order,the grassroots government embed the points system into the existing governance structure and make it work effectively through the mechanism of interest competition,consensus pulling and social empowerment.The feedback of the mobilization effect prompts multi-stage adaptation and iteration of the operation design and operation intensity of the points system.Incentive technical mobilization is not only a process of technology penetrating,leading and serving the society,but also the result of the joint action and systematic empowerment of political logic,administrative logic,market logic and vernacular logic.
