The Dual Track Logic and Linkage Mechanism of China's Rural Governance Experiment——Empirical evidence of typical cases of rural governance in China from 2019 to 2024
Different from the trial-and-error exploration of"crossing the river by feeling the stones"in the early stage of reform and opening up,the governance experiment carried out by the CPC in the new era under the"comprehensive strategic deployment plan"shows the governance pattern of China's reform continuation and modern transformation.Based on the case study of national rural governance practices released by the Central Agricultural Office and the Ministry of Agriculture and Rural Affairs from 2019 to 2024,it is found that China's rural governance experiment has both a"national"governance pedigree and a"grassroots"practical characteristic,and the"two track"forces coexist in the practice of"China's governance".The"national"track represents the top-level strategy,in which the CPC,with its super strong"leading"institutional advantages,has achieved the mission and goal of governing the country by setting project rules,building process systems and combining tools to allocate resources through ministerial guidance and scientific methods.In the grassroots field representing the"rural"track,there is a heavy responsibility to undertake national macro policies and develop effective governance strategies.By seeking a modern construction path of governance institution,governance methods,governance system,and governance pattern,it helps to promote the coordination of the experimental tasks and contemporary tasks,and generates synergy.This article argues in theoretical construction that there is a coupling relationship between national top-level strategy and rural governance strategy,including continuity and progression.This logic is in line with the explanatory power of the"high potential energy-experimental kinetic energy"linkage mechanism,which includes the advantages of national will entering rural society and constructing national modernity,as well as the rural initiative responding to national policies and developing endogenous governance strategies.The experimental research on future rural governance needs to be rooted in the soil of Chinese characteristics to present a more comprehensively picture of the logic and path of modern rural reform in China.
