论数字协商民主的概念与特质——基于"情境—结构—行动者"的分析维度

信息、平台、数据和算法在技术政治领域的深度应用创造了协商民主新的繁荣,也改写了协商民主的实践逻辑.本文试图从建构主义的视角入手,为数字协商民主这一复合概念及其主要特质提供一个综合性的"情境—结构—行动者"分析维度,研究数字协商民主的正当性价值与潜在风险.推入数字协商民主处于信息及其意义符号叠加的社会历史情境之中,塑造了公共领域的算法推动机制、社会交往的算法沟通机制、资源流动的算法控制机制、意愿测量的算法分类机制.正式与非正式关系结构的整合则强化了数字协商空间的包容性、协同性、回应性和自主性.数字协商民主行动者的数据赋能效应带来"数字人"的能动性、精准的大样本民意、去精英化的生成式议题,以及大数据的全场景图谱.
Discuss the Concept and Characteristics of Digital Deliberative Democracy——Analysis Dimension Based on"Situation-Structure-Actors"
The deep application of information,platform,data and algorithm in the field of technological politics has created a new prosperity of deliberative democracy,and has also rewritten the practical logic of deliberative democracy.From the perspective of constructivism,this paper tries to provide a comprehensive"situation-structure-actors"analysis dimension for the composite concept of digital deliberative democracy and its main characteristics,and studies the legitimacy value and potential risks of digital deliberative democracy.Digital deliberative democracy is in the social and historical context where information and its meaning symbols are superimposed,and it has shaped the algorithm voice mechanism of the public sphere,the algorithm communication mechanism of social interaction,the algorithm control mechanism of resource flow,and the algorithm classification mechanism of willingness measurement.The integration of formal and informal relationship structures strengthens the inclusiveness,synergy,responsiveness and autonomy of the digital negotiation space.The data empowerment effect of digital deliberative democracy activists brings about the initiative of"digital people",precise large sample of public opinion,generative issues of de-elitism,and full-scene maps of big data.
