摘要
危机传播治理既是人类社会应对突发公共事件的必要方式,也是推动社会发展的动力.本文从危机常态化、社会平台化、治理现代化的时代特征论述了公共危机传播治理的重要意义.从建构主义和治理理论合流的分析视角论证了社交媒体平台危机传播治理是危机传播公共产品的多元供给和监管,即"用传播治理公共危机"和"对危机传播进行治理".最后从以上两个理论视角,对社交媒体平台的公共危机信息供给、危机传播内容监管、平台公众注意力和秩序监管进行了探讨.
Abstract
The crisis communication governance is not only a necessary mean for human society to respond to public emergency events,but also a driving force for changes in social development.The article discusses the significance of public crisis communication governance from the characteristics of crisis normalization,social platformization,and governance modernization.From the perspective of the publicness of the crisis communication,and through the lens of the constructivism and the public governance theory,this study demonstrates that crisis communication governance on social media platforms is not only a tool to diversify supply and but also to regulate the public goods of crisis communication.That is,the"governance of public crisis through communication"and the"governance of crisis communication".Finally,from the above two theoretical perspectives,this paper further explores and discusses topics of the public crisis communication information supply,crisis communication content regulation,the regulation of the public attention on the platform,and the regulation on the orders of the social media platforms.
