目的 分析2018-2021年广西壮族自治区(广西)市级疾病预防控制中心(Center for Disease Con-trol and Prevention,CDC)人员配置现状,为科学配置卫生资源提供参考依据.方法 运用Excel 2019软件对广西市级CDC人员资料进行处理与分析,计算卫生资源集聚度(health resources agglomeration degree,HRAD),运用Stata 16.0软件进行Dagum基尼系数分解,应用ArcGIS10.7软件进行人员的时间、空间分布及变化趋势分析.结果 2018-2021年广西市级CDC人员总量不断上升,北部湾经济区各项人员逐渐下降;≥55岁人员占比逐渐增大,大专及以下学历比例占50%及以上;北部湾经济区公平性最好(HRAD>1),桂西资源富集区公平性最差(HRAD<1);资源配置水平差距来源于地区间,空间聚集性明显,高-高聚集分布恒定在南宁市、百色市、崇左市和河池市,而北海市、梧州市、贵港市和玉林市持续处于低-低聚集区.结论 广西市级CDC人员总量不足,整体公平性较差;配置水平空间非均衡性显著,在南宁市和桂西资源聚集区存在聚集现象.建议多措并举优化CDC资源配置,因地制宜合理配置.
Research on personnel allocation level and regional differences of CDCs at city level in Guangxi Zhuang Autonomous Region from 2018 to 2021
Objective To analyze the current status of personnel allocation of the Center for Disease Control and Prevention(CDC)at city level in Guangxi Zhuang Autonomous Region(Guangxi)from 2018 to 2021 and to provide a reference basis for the scientific allocation of health resources for the normalized epidemic prevention and control.Methods Excel 2019 software was used to process and analyze the data,including calculating health resources agglomeration degree(HRAD).The Dagum Gini coefficient was carried out using Stata 16.0 software,and ArcGIS10.7 software was used to analyze the temporal and spatial distribution and trend of personnel changes.Results From 2018 to 2021,the total number of CDC personnel at city level in Guangxi continued to rise while personnel in the Beibu Gulf Economic Zone gradually declined.The proportion of personnel over 55 years old gradually increased,and the proportion of college or less education accounted for 50%or more.The fairness of the Beibu Gulf Economic Zone was the best,while that of the resource-rich areas in western Guangxi was the worst.The gap in resource allocation level came from regional differences,and spatial agglomeration was apparent.The distribution of high-high agglomeration was constant with Nanning,Baise,Chongzuo,and Hechi,while Beihai,Wuzhou,Guigang,and Yulin were continuously in the low-low agglomeration area.Conclusions The total number of CDC personnel at city level in Guangxi is insufficient,and the overall fairness is poor.The spatial imbalance of resource allocation level is significant,and there is agglomeration in Nanning and resource-rich areas in western Guangxi.It is suggested to optimize the allocation of disease control resources through multiple measures,rationally allocate resources according to local conditions.
