Objectives This study aims to evaluate the operational efficiency of the essential public health services from effect-oriented in Wuhan in a multidimensional way so as to provide a scientific reference for improving the social health and economic benefits of essential public health services.Methods A two-stage network data envelopment analysis(DEA)model was applied to analyze the input-execution-effectiveness dimensions using three input indicators,six intermediate indicators,and seven output indicators to calculate the overall operational efficiency and efficiency at dif-ferent nodes in Wuhan essential public health services in 2019.Results The overall efficiency of the essential public health services in Wuhan in 2019 was 0.946,with 7 regions being DEA inefficient.The execution efficiency and effec-tiveness efficiency were 0.930 and 1.017,respectively.In 50%of the regions,the effectiveness efficiency was greater than 1,but the execution efficiency was less than 1.There were both input redundancy and output insufficiency in non-DEA effective areas.The total amount of actual funding for essential public health services was wasted the most in that year,and the redundancy level of hypertension patient management rate was the highest,while the proportion of im-provement needed for infant mortality rate was the largest.Conclusions There were significant differences in the opera-tional efficiency of essential public health services among different regions in Wuhan in 2019,and the inefficiency of implementation was the main factor restricting the overall efficiency.It is recommended that government departments should scientifically coordinate and manage health resources,provide more cost-efficient services,and promote compre-hensive improvement in both the"quantity"and"quality"of essential public health services development.
