突发公共卫生事件下敏捷赋能农村基层医疗卫生服务体系研究

摘要
探索我国农村基层医疗卫生服务体系应对突发公共卫生事件的能力提升路径,为完善农村基层医疗卫生服务体系提供参考.敏捷治理倡导将"敏捷性"应用于治理能力,本研究将敏捷治理视角嵌入危机管理全周期,建立了突发公共卫生事件中的敏捷治理分析框架.我国农村基层医疗卫生服务体系在突发公共卫生事件中面临危机应对迟钝的问题,敏捷治理所具备的短期一线响应能力、中期战略适应能力以及长期趋势塑造能力为此问题的解决提供了新思路.研究认为应建立危机前平急转换与预控的规范化机制,搭建危机中分类协作与互补的整合式平台,走向危机后需求干预和全民参与的发展方向.
Abstract
This study explores the path to enhance the ability of China's rural grassroots medical and health service system to respond to public health emergencies,providing reference for improving the rural grassroots medical and health service system.The agile governance advocates the application of"agility"in governance capabilities.In this study,we embedded the perspective of agile governance into the whole crisis management cycle and established an analytical framework for agile governance in the context of public health emergencies.The rural grassroots medical and health service systems in China respond relatively slowly to crises in public health emergencies,which may be addressed somehow by the agile governance as it has front-line response ability in the short term,strategic adaptability in the medium term,and trend-shaping ability in the long term.Research suggests that a standardized mechanism for precrisis transition and precontrol should be established,a comprehensive platform for classification collaboration and complementarity during crises should be built,and a development direction towards post-crisis demand intervention and public participation should be pursued.
